Address by the President on providing health workers with protection means

I wish you good health, fellow Ukrainians!

In today's address, I want to respond to Ukrainian doctors who appeal to me on social networks.

First of all, I want to say: I see and hear everything, I am trying to solve your problems as quickly as possible.

Now, about the specific steps taken jointly with the Minister of Health and the Chief medical officer.

First. Appeal of doctors from Monastyryska, the Ternopil region. Negotiations were held with the Department of Health. The medical staff is full-manned and continues to work. Huge gratitude to them for that. 

As of now, there are four ventilators in the hospital. The local government will buy more, the corresponding tender is open on ProZorro.

Workers are provided with suits and respirators for the coming days, the work is underway to fully provide them with everything they need.

The issue of sufficient provision for other hospitals in the region, including the Kozivsky district, is being addressed. To this end, Chief medical officer Viktor Lyashko set off to the Ternopil region today. Separately, I would like to point out that the next cargoes from China will first of all be sent to the Ternopil and Chernivtsi regions, where the situation is most difficult.

Next. Dubno city doctors have noted that emergency doctors are not provided with personal protective means. We sent 1 thousand protective suits and 6 thousand masks from Kyiv for health workers. However, the Department of Health of the Rivne region, unfortunately, made a mistake distributing assets among the medical institutions of the region and gave nothing to the emergency medical care.

Yesterday the issue was partially resolved - protective suits were handed over, and now emergency doctors are provided with masks.

I have commissioned to strictly control the distribution of medicines and equipment in the regions.

The Security Service of Ukraine will be involved in the control. We give everything we get to the regions. We will not allow anyone to keep, distribute among relatives or friends, or worse, to resell medical supplies.

The staff of the Security Service should also help solve another problem. Unfortunately, not all heads of health institutions provide true information as regards the supplies and color the truth. This leads to the fact that Kyiv sees the numbers from the regions, yet the real situation is worse.

The solution to this issue is under personal control of the Chief medical officer of Ukraine.

The same goes with the appeal of doctors of the Odesa Regional Medical Center. The RSA and the Department of Health are involved in resolving their issues. Previously, this medical institution was not designated as a hospital base for the treatment of patients with coronavirus. Extending the list, it was decided to add this institution. However, no COVID-19 patients are being treated there at the moment.

We understand all the problems there. Respirators and protective suits have already been delivered there and staff will be increased. Yesterday, a group of epidemiologists visited the hospital giving a detailed and necessary briefing, in particular on repurposing of other departments of the institution.

Also yesterday, the new minister introduced a single protocol for the treatment of coronavirus patients.

In addition, in Zaporizhzhia, emergency medical workers rightly complained that they were not included in the list of medical workers who would receive a cash bonus for combating coronavirus. This is fixed. The Ministry of Health issued an order yesterday.

I also want to say that our doctors regularly contact doctors from Wuhan.

They are constantly receiving important information and best practices from their Chinese colleagues to counteract coronavirus.

And tomorrow, in the framework of bilateral mutual assistance, a Ukrainian medical group will set off for Italy. They will help Italian doctors combat the pandemic during this most difficult period for them. Within two weeks, our group will return to Ukraine with an extremely valuable experience and knowledge - counteraction to coronavirus in the peak period, rapid deployment of new observation sites and mobile hospitals.

To sum up, we must admit that today, unfortunately, we are reaping the fruits of “mockery” of the Ukrainian medical system over the previous years. That is why we work around the clock to ensure that our doctors have all the necessary means and equipment. We will surely overcome everything. And first of all, it is thanks to you - our doctors. Thanks to your courage and endurance.
