Volodymyr Zelenskyy called on the parliament to abolish the so-called soybeans amendments without delay

President of Ukraine Volodymyr Zelenskyy called on the Government and the Verkhovna Rada to ensure the approval of the law on the support for the national agricultural producer and abolish the so-called soybeans amendments without delay.

During a trip of the Head of State to Krasna Slobidka village, Kyiv region, agrarians told him that due to the amendments on the abolition of VAT refund on soybean and rapeseed exports (so-called soybean amendments) introduced in the Tax Code of Ukraine in 2017 with the assistance of the former people's deputy Vitaliy Khomutynnik, small and medium-sized producers of these products had lost an opportunity to export it and receive budgetary VAT refund. After all, farmers with an area of ​​land of up to 1 thousand hectares cannot form an export batch of soybeans and rapeseed, thus, they are forced to sell products to processors on disadvantageous terms, losing 20-25% on each ton of production.

Deputy Minister of Economic Development, Trade and Agriculture Taras Vysotskyi reported that the Verkhovna Rada had already registered bill № 2446 “On Amendments to the Tax Code of Ukraine on Certain Issues of Value Added Tax for Export of Oilseeds Outside the Customs Territory of Ukraine". The document provides support for domestic agricultural products, including soybeans and rapeseed.

"We have already met with you several times, you have drawn a scheme for us how to support a domestic farmer, and you have not said anything about these amendments... Contact Arakhamia (Head of the People's Servant faction David Arakhamia - ed.), convene heads of factions to analyze all "product amendments" and abolish these soybeans amendments," Volodymyr Zelenskyy said in response.
