Volodymyr Zelenskyy stands for restructuring of Ukrzaliznytsia and adoption of the law on inland waterway transport

President of Ukraine Volodymyr Zelenskyy set a task to the Government and the Ministry of Infrastructure to work out a plan of Ukrzaliznytsia restructuring by the end of the year, which will provide for the liberalization of the locomotive market.

“Elaborate a restructuring plan for Ukrzaliznytsia, in particular with a view to liberalizing the locomotive market and improving the transparency and efficiency of Ukrzaliznytsia. The deadline is until the end of 2019,” the President said during a meeting with the leadership of the Cabinet of Ministers, the Verkhovna Rada and the law enforcement bodies.

According to the President, another priority is the adoption of the laws on the inland waterway transport by November 1, on the medium-term planning of public funds to finance the construction and repair of roads, as well as on bringing the prices for major repair and construction of roads to the standards of projects of international financial institutions.

In addition, the Ministry of Infrastructure was also commissioned to conduct pilot tenders for the concession of Olvia and Kherson seaports by January 1, 2020.

In the field of energy, Volodymyr Zelenskyy considers it necessary to form a clear schedule for the accumulation of gas and coal reserves.

“By September 20, 2019, the relevant agencies must report on the preparation for the heating season, a clear timetable for the accumulation of sufficient energy resources (gas and coal), the regions' readiness for winter. Weekly monitoring should be held in the future,” the President said.

In addition, by January 1, 2020, the relevant ministry must prepare lots for tenders for special permits for oil and natural gas production.
