President of Ukraine Volodymyr Zelenskyy took part in the first Diia Summit since the beginning of the full-scale Russian war and presented new services that have become available in the “Diia” app and on the unified portal of state services.
In his opening speech, he emphasized that even in the face of a full-scale Russian invasion, the Ukrainian people are not only defending their country, but also developing the architecture of digital services and even exporting it to other countries, which is an absolute success.
“Diia” is a tool that helps a person make the state serve them. The individual citizen. Minus officials. Minus bureaucracy. Minus any discomfort. Plus – there are pluses. And they are important. Plus usefulness – very specific usefulness for the individual,” Volodymyr Zelenskyy emphasized.
The President expressed gratitude to the entire team of our country that works for "Diia". He emphasized that in almost two years of full-scale war, "Diia" has not just endured, but is growing and becoming stronger.
At the Summit, the Head of State presented several new features of "Diia". In particular, he noted that the app provides a fast, convenient and transparent format for submitting an application for compensation for property destroyed by hostilities.
“Diia” will become one of the service providers of our reconstruction – the reconstruction of Ukraine. Back in March 2022, the first digital reconstruction service was launched, and more than half a million Ukrainians have already filed reports of damaged property,” he said.
Volodymyr Zelenskyy emphasized that this year, under the first stage of the “eRecovery” program, families will receive almost UAH 1 billion to restore their war-damaged property. The second stage of the program is the reconstruction of property that has been destroyed.
“It all starts with an application and ends with the issuance of a certificate – a housing certificate. Currently, its average value is 2 million hryvnias. And this is the service we are launching now. Exchange of a certificate in "Diia" for housing. Now it will be available online. This week is the beginning. And then the service will scale up,” the President informed.
In addition, the Head of State presented the long-awaited service of vehicle re-registration in "Diia" without visiting the service center of the Ministry of Internal Affairs.
“Another revolutionary service is something that already exempts many of our citizens, millions of people, from bureaucracy. At midnight tonight, the online service for buying and selling cars in "Diia" will be activated. Congratulations on this. In just 15 minutes, you will be able to buy or sell a car via your smartphone and receive a new vehicle registration document and license plates by mail,” he noted.
“The fact that we are in Ukraine and that we are doing all this, even now during such a war, tells the whole world very clear things about us: we can do much more than many in the world. More than is expected of us. We are Ukrainians. And when we are confident in ourselves, when we work for our societal interests, for our state, we achieve results that set an example for others in the world. We believe in our strength! We defend our state, we work for our country!” the President concluded.
Mykhailo Fedorov, Deputy Prime Minister and Minister of Digital Transformation, spoke about other revolutionary services that have become available in "Diia". In particular, the comprehensive eEntrepreneur service provides eight services for businesses with one online application, automatic changes to individual entrepreneurs' documents, and new services for seafarers.
In addition, an updated map was presented for instant access to shelters and "Points of Invincibility".
The updated design of "Diia" was also presented – the application will become even more convenient, functional and modern.
"We have completely updated the design – added a dynamic background, created a unified style for all documents, and enlarged photos. By the way, the dynamic background is an element of additional protection because it cannot be faked. We made it possible to conveniently change the order of documents and remove documents that are not used. We now have a feed. This is a new personalized section that adapts to the user's needs thanks to a certain algorithm," said Mykhailo Fedorov.
In his speech, Prime Minister Denys Shmyhal emphasized that digitalization in Ukraine is not only a desire to keep up with the times, but also an aspiration for efficient state services for citizens and businesses, speed in decision-making, effective communication, absence of bureaucracy, and corruption-free governance at all levels. Furthermore, digitalization helps to save money when, amid a full-scale war, the main internal resources of the state are used for defense.
According to the Prime Minister, since the beginning of the full-scale war, about 70 services have been launched in "Diia", and work is underway to launch new ones. Among the most popular services, he mentioned online registration of marriage and birth certificates, electronic declarations with family doctors, and social online services. Also popular are business services related to providing support to current entrepreneurs, starting new businesses, and obtaining assistance for this.
U.S. Ambassador to Ukraine Bridget Brink added that the introduction of innovative technological solutions helps in strengthening security and boosting Ukraine's economy: from drone production to more accessible state services for citizens.
"I want to announce a new chapter in the U.S. – Ukraine partnership in digital transformation: $150 million in investments over five years to support the Ukrainian economy through digitalization," she said.
According to Bridget Brink, this will enable the launch of new services for citizens and businesses, contribute to further economic growth, increase investments, develop digital infrastructure, and support the transparent reconstruction of Ukraine.
