President of Ukraine Volodymyr Zelenskyy signed a decree appointing Natalia Pushkaryova Commissioner for Volunteer Affairs (non-staff).
The document was signed on December 4 in order to support volunteer activity, guarantee the rights and legitimate interests of volunteers.
By his decree, Volodymyr Zelenskyy also approved the Regulation on the Commissioner for Volunteer Affairs.
According to him, the main tasks of the Commissioner are to monitor the situation regarding the guarantees of observance of the rights and legitimate interests of volunteers, submit proposals to the President of Ukraine on the support of volunteer activity and terminate violations in this area.
The Commissioner may also submit proposals to the Head of State on the preparation of draft laws, acts of the President of Ukraine on the support of volunteer activity, ensuring guarantees for the observance of the rights and legitimate interests of volunteers, and participate in the examination of laws submitted to the Head of State for signature, bills proposed for submission by the President of Ukraine to the Verkhovna Rada, other bills related to the issues of support for volunteer activities.
In addition, the Commissioner must take measures aimed at securing, restoring the violated rights and legitimate interests of volunteers, and inform the public about such activities and their results.
Also, the task of the Commissioner is to facilitate interaction between the executive authorities and local self-government bodies in support of civil initiatives on volunteer activities, and guarantee the observance of the rights of the volunteers.
Another task of the Commissioner is the preparation of events with the participation of the President of Ukraine, in particular of an international character, on issues related to the support of volunteer activity.
The decree comes into force on the day of its publication.
Background information. Natalia Pushkaryova was born in 1976 in Kyiv. In 2004, she graduated from the National University of Pharmacy with a degree in Pharmacy, qualification “Pharmacist in Charge”. She is a member of "International Women's Movement "For Family Values" NGO, coordinates and participates in social, educational and cultural projects.
Since 2003, she has been a volunteer and patron of the National Military Medical Clinical Center "Main Military Clinical Hospital". She promotes the provision of necessary vaccines for Ukrainian peacekeepers. In 2014, she actively assisted in the treatment of injured protesters at the Independence Square.
