The President’s Office Continues Work on Legislative Changes for MSEC Reform

Under the chairmanship of Deputy Head of the Presidential Office Iryna Vereshchuk, a meeting was held to discuss the reform of the Medical and Social Expert Commissions.

The meeting was attended by representatives of relevant ministries, the Pension Fund, the State Employment Center, the Social Protection Fund for Persons with Disabilities, as well as NGOs supporting people with disabilities.

The focus was on legislative efforts to reform MSEC, in line with the President of Ukraine’s decree and the NSDC decision.

During the meeting, participants discussed draft law № 12209, developed by the Ministry of Social Policy, which concerns social support for Ukrainians with limited work capacity, including people with disabilities. It was recommended that the draft be revised and that proper public consultations be conducted before it is submitted for a vote in the Verkhovna Rada.

Special attention was paid to draft law № 12178, which introduces an assessment of individuals’ daily functioning. Representatives of the Ministry of Health reported on the preparation of the draft for its second reading. This legislation could be adopted by the parliament as early as next week.

Government representatives also emphasized that Ukrainians who have previously obtained their status and related benefits in a lawful manner will retain them after the legislative changes are enacted.
