President of Ukraine Volodymyr Zelenskyy met with members of the Cabinet of Ministers, representatives of the Verkhovna Rada committees, as well as the leadership of the law enforcement agencies. The participants of the meeting discussed the implementation of the State Budget of Ukraine for 2020 in the context of the economic crisis.
The Head of State noted that at the end of 2019 the government faced such systemic risks of state budget execution as uncontrolled strengthening of the national currency, reduction in the volume and cost of purchasing energy products, as well as administrative reform of fiscal authorities.
At the same time, since the beginning of 2020, the situation has worsened: revenues from taxes and customs duties mismatched the planned amounts by UAH 1 billion. The consequences of the introduction of large-scale quarantine became an additional burden.
"Ensuring the unconditional receipt of the revenue side of the state budget is exactly the task I have set for the new team of the Ministry of Finance. The Minister received a mandate for personnel and organizational decisions," the President said.
For his part, Minister of Finance of Ukraine Serhiy Marchenko noted that, despite the negative trends in the economy due to the spread of coronavirus and quarantine around the world, Ukraine achieved 100% of the budget execution in May 2020. During this time the general fund of the state budget received UAH 64 billion. Overpayment from personal income tax is 1%, from rent payment for subsoil use - 15%, from excise tax - 21.4%. At the same time, state budget expenditures in January-May increased by UAH 17 billion compared to January-May 2019 and amounted to UAH 437.7 billion.
"The tasks envisaged by the state budget will be fulfilled. Moreover, the task is to overfulfill the budget so that we have the opportunity to use this resource for urgent problems of the state, additional expenditures. In addition, we envisage the possibility of reducing the state budget deficit," Serhiy Marchenko stressed.
