In response to President Volodymyr Zelenskyy's directive, the team at the Office of the President – together with the government and relevant agencies – has developed changes aimed at simplifying the process for issuing passports to Ukrainian citizens abroad.
On Tuesday, the Cabinet of Ministers approved amendments to Resolution No. 932, “On the Implementation of the Experimental Project for the Automatic Verification and Validation of Data on Conscripts, Persons Liable for Military Service, and Reservists.”
This decision simplifies the registration process for men abroad. From now on, they will be able to obtain passports and other documents while outside Ukraine – without needing to visit a Territorial Recruitment Center or undergo a military medical commission. Additionally, using the “Reserve+” app is no longer required.
Earlier this year, during a meeting with the Ukrainian community in Warsaw, President Zelenskyy promised to resolve the issue of passport access for citizens abroad.
Since then, under the coordination of Deputy Head of the Presidential Office Iryna Vereshchuk, a series of interagency meetings were held. Teams from the Ministry of Defense, Ministry of Internal Affairs, Ministry of Foreign Affairs, State Migration Service, and other involved institutions jointly developed and approved the necessary regulatory changes.
Iryna Vereshchuk expressed gratitude to government officials for their productive collaboration.
“The President’s promise is being fulfilled. The vast majority of passports requested before April 24, 2024, have already been issued – tens of thousands of them. For those who applied later or are applying now, the process will be faster and easier. That’s exactly what today’s resolution is meant to achieve,” she added.
