Ukraine continues to implement reforms despite the full-scale war, which, on the one hand, slows down many processes, but at the same time stimulates active changes. This was stated by President Volodymyr Zelenskyy during an online communication with students of German universities.
"Despite the war, we are carrying out reforms. We have no time to wait until the end of the war considering all the reforms we have to implement. Therefore, we are taking appropriate steps, but the war, of course, slows down many things, slows down the development," the Head of State noted.
At the same time, Volodymyr Zelenskyy noted that war makes it possible to respond to challenges and develop very quickly.
"We have achieved a breakthrough in the digitization of our country, in the protection of cyberspace. We have launched the production of many things. We started reforming our energy sector," he said.
The President reminded that Ukraine has received the status of candidate for EU membership and now has to fulfill the recommendations of the European Commission that is an integral part of the path to EU membership.
"Despite the war, we have already fulfilled many of these prerequisites, and we have begun (to fulfill - ed.) the others. And in the coming weeks, months we will finish it all. We are moving quite fast. That is, the war itself even accelerates us. These reforms are not for the EU, not because of the war - reforms are needed for our society," he stressed.
Volodymyr Zelenskyy also expressed confidence that Ukraine had made the biggest reform possible after the beginning of Russia's full-scale invasion - it had united the EU.
"This is indeed a very important step. Today the EU is strong. And not only in the issue of assistance to Ukraine, but also in other challenges that exist on the African continent due to Russia's blocking of food seaborne exports, and on the European continent due to the shortage of energy resources. Everyone helps one another. The EU has never been so united," the President believes.
