The development of the Concept of a National Resilience System, which provides for the fulfillment of the basic requirements of NATO, is currently being finalized. This was stated by President Volodymyr Zelenskyy during a speech at the forum "Ukraine 30. Country Security" in Kyiv.
The Head of State noted that, according to research, security is one of the three most important values for Ukrainians, along with freedom and justice. Security is also the main condition for the existence of the state and its independence.
"One of the key points of my program is human security and national security. Its provision as an integral element of a complex social system, with all its needs, interests and opportunities, is the basis of Ukraine’s national security policy,” the President said.
He reminded that in September 2020 he approved the National Security and Defense Strategy of Ukraine, which is based on the highest social values: human, human life, health, honor, dignity, inviolability and security, and the highest priority of the state is to restore peace, territorial integrity and sovereignty of Ukraine within internationally recognized borders.
The strategy is based on three main principles: containment, resilience and interaction, on which Ukraine's efforts and resources are focused.
"First of all, we continue to deter Russian aggression and increase our combat potential. Like any civilized country, Ukraine does not want a war, but for peace, as paradoxical as it may sound, it must have a powerful and capable army. After all, it is a guarantee of stability, a guarantee of peace and that no one will think of taking something from our state easily and without a single shot," Volodymyr Zelenskyy stressed.
According to him, strengthening defense and security capabilities, international support, political, economic and legal pressure on the aggressor are among the priorities of the National Security Strategy.
"And the key priority is the combat capable Armed Forces of Ukraine. The prepared military reserve and effective territorial defense in combination with other bodies of the security and defense sector capable of protecting the country on land, at sea, in the air and - which is very important now - in cyberspace," the President said.
In the framework of the policy of deterrence, Volodymyr Zelenskyy stressed the importance of ensuring national resilience - the readiness of the state and society to respond to any threats and dangers.
"The development of the Concept of a National Resilience System, which provides for the fulfillment of the basic requirements of NATO, in particular regarding the continuity of governance and the provision of critical public services, sustainable energy supply, effective response to the uncontrolled movement of a large number of people; sustainable resources for water and food supply; reaction to mass losses; sustainable systems of civil communication and civil transport, is currently being finalized. To be effective and achieve these goals, we have a close cooperation with the NATO Mission to Ukraine," the President said.
In the framework of the policy of interaction, according to the Head of State, a powerful system of national security has been formed, based on interconnected state and non-state institutions, civil society, citizens and other entities designed to solve national security problems in the manner prescribed by law.
The President stressed that the Strategy is a systematic and holistic approach to security policy, not just a focus on the military component.
"We are completing the development of other strategic planning documents on energy, information, environmental, economic, foreign policy and cyber security of Ukraine," he said.
Volodymyr Zelenskyy added that Ukraine's security system is part of larger security systems, including the global international security system, the main architects of which are the UN and NATO, and the European security system formed by the European Union, NATO, OSCE and the countries of the region.
"Belonging to these high-level systems not only forms a number of close ties between the participants, but also creates conditions for maintaining cooperation in resolving common security issues and provides additional opportunities to respond to threats," the President stressed.
According to him, the development of strategic relations with key foreign partners, primarily with the European Union and NATO and their member states, including the United States, as well as pragmatic cooperation with other states and international organizations based on Ukraine's national interests are the basis of our cooperation strategy.
Volodymyr Zelenskyy also stressed once again that Ukraine's strategic course is to become a full member of the EU and NATO.
"To this end, it is planned to achieve sufficient interoperability of the Armed Forces of Ukraine and other components of the security and defense sector with the relevant structures of Allied countries as soon as possible and to receive invitations and obtain the NATO Membership Action Plan," the President said.
According to Volodymyr Zelenskyy, the implementation of the National Security and Defense Strategy will contribute to the formation of a new system of guaranteeing national security capable of protecting the state sovereignty and territorial integrity of Ukraine from the full range of possible threats.
