Head of the Presidential Administration of Ukraine Andriy Bohdan said that the early termination of powers of the Verkhovna Rada was in line with the Constitution, and it had been emphasized by the majority of faction chairmen during a meeting with Ukrainian President Volodymyr Zelenskyy.
"In terms of legislation, we do not see any problems. All those present at the consultations agreed to run for election. They accepted this position of the President and agreed on the common position of all factions to consider the amendments to the law on election of the people's deputies tomorrow," Andriy Bohdan noted during Pulse talk show on 112 Ukraine TV channel.
He noted that during the meeting of the President with the chairmen of parliamentary factions and groups, the issues of holding parliamentary elections under proportional system and reduction of the electoral threshold to 3% had been discussed. This will be reflected in the draft law that is currently being prepared. "We agree with this path as a temporary one - for holding these early elections," Andriy Bohdan said.
"But our program, our ideology involves the adoption of the Electoral Code with open lists. However, the adoption of this Code is currently impossible, given the position of people's deputies. However, you can make changes to the current law. Changes to the law on election of the people's deputies will concern the removal of the majority system and reduction of the electoral threshold to 3%. This is a compromise," the Head of the Presidential Administration noted.
APU Head emphasized: “Will there be enough votes for this draft law? It is a big question. There is a significant number of majoritarian deputies. But we are optimistic. Approximately at 7 am this morning, we will have a bill possibly signed by the leaders of factions and it will be submitted to the Verkhovna Rada".
He also believes that early parliamentary elections should show that Ukraine is a civilized state, "where one can play by rules and win, where society has reached a point where not material values, not promises, but ideas play a decisive role".
In addition, Andriy Bohdan said that he terminated his law practice due to the appointment to the post of the Head of the Presidential Administration.
"Starting from the moment of signing the decree, I have terminated my law practice. It is officially published in the register of lawyers. And from now on, anyone can see that I do not represent any person in a criminal or any other process," he emphasized.
