During an official visit of Volodymyr Zelenskyy to the State of Qatar, a number of documents were signed

A number of bilateral documents were signed in the presence of President of Ukraine Volodymyr Zelenskyy, who is on an official visit to the State of Qatar, and Emir of Qatar Tamim bin Hamad Al Thani.

In the presence of the heads of state, Minister of Foreign Affairs of Ukraine Dmytro Kuleba and Deputy Prime Minister, Minister of Foreign Affairs of Qatar Mohammed bin Abdulrahman Al Thani signed an Agreement on Legal Cooperation between the Ministry of Justice of Ukraine and the Ministry of Justice of Qatar. The signing of the Agreement will help deepen cooperation between Ukraine and the State of Qatar in the field of justice, stimulate the exchange of knowledge and experience in the legal field, allow for coordination of bilateral events such as symposia, conferences, seminars and trainings on legal issues.

Dmytro Kuleba and Mohammed bin Abdulrahman Al Thani also signed a Memorandum of Understanding between the Cabinet of Ministers of Ukraine and the Government of the State of Qatar on cooperation in the field of healthcare. The conclusion of the document will promote the development of bilateral relations and cooperation in the field of healthcare.

In addition, they signed a Memorandum of Cooperation between the State Property Fund of Ukraine and the Qatar Investment Authority. The memorandum will promote the development and deepening of cooperation between the Qatar Investment Authority and the SPFU in the development of promising investment projects and the participation of the Qatari side in the program of privatization of state property in Ukraine. The conclusion of the Memorandum will have a positive impact on bilateral investment cooperation, as well as on increasing foreign direct investment in the Ukrainian economy.

The Minister of Foreign Affairs of Ukraine and Minister of Culture and Sports of the State of Qatar Salah bin Ghanem Al Ali signed a Memorandum of Understanding on cooperation in the youth and sports spheres between the Cabinet of Ministers of Ukraine and the Government of the State of Qatar. The document will promote the development of bilateral relations and strengthen cooperation in the field of youth and sports between the two countries, facilitate the exchange of visits of youth and sports delegations, coaches, experts and specialists in the field of youth and sports.

A Memorandum of Understanding was also signed between the Ministry for Development of Economy, Trade and Agriculture of Ukraine and the Ministry of Municipality and Environment of the State of Qatar on cooperation in the field of agriculture and food safety. The document will help create legal boundaries to deepen Ukrainian-Qatari cooperation in the field of agriculture and food safety. The memorandum was signed by Dmytro Kuleba and Minister of Municipality and Environment of the State of Qatar Abdulla bin Abdulaziz bin Turki Al Subaie.

The Minister of Foreign Affairs of Ukraine and Deputy Prime Minister, Minister of Foreign Affairs of Qatar Mohammed bin Abdulrahman Al Thani also signed a Memorandum of Understanding between the Investment Attraction and Support Office (UkraineInvest) and the Qatar Investment Promotion Agency. The document is aimed to deepen cooperation between the parties on the exchange of information, experience and best practices in the field of investment attraction.

Dmytro Kuleba and Minister of Transport and Communications of the State of Qatar Jassim Saif Ahmed Al Sulaiti signed a Memorandum of Understanding between the Ministry of Infrastructure of Ukraine and the Ministry of Transport and Communications of the State of Qatar on mutual recognition of diplomas/certificates of seafarers. The conclusion of the document will significantly expand opportunities for Ukrainian seafarers for employment in world merchant shipping and strengthen Ukraine's position as one of the leaders in the number of highly professional seafarers. The memorandum will create a mechanism and allow to develop the regulatory framework for mutual recognition of diplomas/certificates of seafarers between Ukraine and the State of Qatar.

Acting Minister of Energy of Ukraine Yuriy Vitrenko and Minister of State for Energy Affairs of the State of Qatar, CEO of Qatar Petroleum Saad Sherida Al-Kaabi signed a Memorandum of Understanding in the field of energy between the Ministry of Energy of Ukraine and Qatar Petroleum. The conclusion of the Memorandum will help strengthen cooperation in the energy sector, outline new opportunities for expanding cooperation in the energy sector and stimulate further economic, industrial and social development of the two countries. The signing of the document will create additional ways to diversify external sources of energy supply to Ukraine, including the optimization of sources, routes and methods of diversification of natural gas supply.

In addition, during an official visit of the President of Ukraine to the State of Qatar, Minister of Internal Affairs of Ukraine Arsen Avakov and Prime Minister, Minister of Interior of Qatar Khalid bin Khalifa Al Thani signed a Memorandum between the National Police of Ukraine and the Ministry of Interior of Qatar on cooperation in the field of crime prevention and control. The document will help strengthen bilateral cooperation in the field of crime prevention, detection, cessation and investigation. The memorandum provides for cooperation, in particular, in such areas as the fight against organized crime, human trafficking and illegal migration, crimes against life and health, crimes against property, cybercrimes, corruption crimes, economic crimes, trafficking of drugs, psychotropic substances, their analogues or precursors, and in other fields.

Arsen Avakov and Sheikh Khalid bin Khalifa Al Thani also signed a Joint Declaration of Intent between the Ministry of Internal Affairs of Ukraine and the Ministry of Interior of the State of Qatar. The document will promote the development and deepening of cooperation between the Ministry of Internal Affairs of Ukraine and the Ministry of Interior of Qatar. It also envisages the parties' intention to prepare a Joint Declaration on procedures for exchanging driver's licenses between the Government of Qatar and the Cabinet of Ministers.

Minister of Agrarian Policy and Food of Ukraine Roman Leshchenko and CEO of Hassad Food Mohammed Badr Al Sada signed a Memorandum of Understanding between the Ministry of Agrarian Policy and Food of Ukraine and Hassad Food. The document formalizes the intention of the parties to further discuss the potential for cooperation in the agricultural sector.

During an official visit of President Volodymyr Zelenskyy to Qatar, First Deputy Head of the Department of the State Guard of Ukraine Vyacheslav Shtuchny and Deputy Commander of the Amiri Guard of the State of Qatar Hamad Mesfer Al Hajri signed a Memorandum of Understanding between the Department of the State Guard of Ukraine and the Amiri Guard of the State of Qatar on ensuring the security of persons and objects that are protected. This document will help regulate the issues of security of persons and objects protected by the state guard of the two countries.

Also, Director General of Ukroboronprom Yuriy Gusev signed a Memorandum of Cooperation with the Qatari side.

In addition, agreements were signed with Qatari companies during the visit. In particular, Minister of Foreign Affairs of Ukraine Dmytro Kuleba and Minister of Transport and Communications of the State of Qatar Jassim Saif Ahmed Al Sulaiti signed an Agreement on additional contribution from the participant between QTERMINALS W.L.L. and QTERMINALS Olvia Limited Liability Company. This agreement defines the unconditional and irrevocable conditions under which the participant undertakes to provide financial support and contributions to the authorized capital of the concessionaire to fulfill investment obligations under the concession agreement of August 20, 2020.

An agreement was also signed between UDP Renewables and the Qatari state-owned company Nebras Power to invest in green generation facilities planned for construction in 2021-2022. According to the agreements reached, Nebras Power becomes the owner of a controlling stake in a number of companies - operators of solar power plants. The signing of the Agreement will contribute to the deepening of cooperation between Ukraine and the State of Qatar in the field of foreign investment and the development of renewable energy, innovative economy and environmental protection.
