Joint statement by President of Ukraine Volodymyr Zelenskyy and President of the Republic of Moldova Maia Sandu

Kyiv, January 12, 2021

We, the Presidents of Ukraine and the Republic of Moldova:

Emphasize the importance of Ukrainian-Moldovan relations for the further development of our states. The results of the recent presidential elections in the Republic of Moldova have confirmed the European choice and the commitment of the citizens of the Republic of Moldova to fight corruption. They opened a window of opportunities for a new stage in the development of a meaningful and promising dialogue between our countries.

We underscore the joint intention of Ukraine and the Republic of Moldova to resume a high-level dialogue and attach a dynamic nature to it, create the necessary preconditions for strategic bilateral cooperation in the interests of our states and nations.

As the COVID-19 pandemic has significantly affected the global and regional agenda, we uphold the need to strengthen international cooperation in order to minimize the negative effects of the pandemic. In this regard, we reaffirm our support for the principle of multilateralism and cooperation on international, European and regional platforms of interaction, which, inter alia, contribute to the development of coordinated approaches to existing and future challenges and threats.

We reaffirm the respect of Ukraine and the Republic of Moldova for international law and its fundamental principles. We declare mutual support for the sovereignty and territorial integrity of Ukraine and the Republic of Moldova within internationally recognized borders.

We put emphasis upon the willingness to strengthen cooperation with partner countries in South-Eastern Europe and the Black Sea. In this context, we reaffirm our interest in being part of the Three Seas Initiative.

Based on the European aspirations of Ukraine and Moldova, and the European choice of our nations, we reaffirm our interest in deepening regional cooperation in order to achieve the strategic goals of our states as regards full membership in the European Union, including through the implementation of the Association Agreements with the EU.

We also reaffirm our readiness to continue efforts and joint coordination in order to strengthen the strategic importance of the Eastern Partnership initiative based on the principle of differentiation and taking into account the European ambitions of partner countries, especially in the context of preparations for the 2021 Eastern Partnership Summit. We consider it necessary to further develop the EU + 3 Associated Partners cooperation format and call on the EU to intensify the dialogue on the DCFTA and extend it to other aspects of cooperation and gradual sectoral integration, including in the areas of justice, digital economy, energy, transport and environment.

We reaffirm our intention to give new impetus to the work of the Joint Intergovernmental Commission on Trade and Economic Cooperation and other bilateral cooperation mechanisms. Ukraine and the Republic of Moldova are ready to make every effort to find mutually acceptable ways to resolve issues that have long remained unresolved.

We highlight the common interest in launching new infrastructure projects, facilitating transit and transportation, developing tourism and other areas of mutual interest.

Recognizing the vital importance of ensuring effective protection of the environment for present and future generations, we reaffirm our willingness to work together to achieve this goal.

We state the need for further cooperation in the energy sector in order to strengthen energy security in the region. We believe it is important to increase the reliability and diversify the supply of electricity and energy, as well as to ensure greater transparency in the energy sector.

We recognize that humanitarian and social cooperation will remain an important component of the bilateral agenda.

Efforts will be focused on developing people-to-people contacts, new initiatives in education, science, health, sports and ensuring educational and cultural rights of ethnic minorities without discrimination.

The Presidents of Ukraine and the Republic of Moldova have decided to establish the Presidential Council as a new permanent format of high-level dialogue and a mechanism for coordinating and monitoring the implementation of topical cooperation issues.
