President of Ukraine Volodymyr Zelenskyy chaired a meeting of the Staff focused on preparations for the heating season.
Prime Minister Denys Shmyhal, Minister of Energy German Galushchenko, Head of Naftogaz Oleksiy Chernyshov, and Air Force Commander Mykola Oleshchuk reported on preparations for the autumn-winter period and overcoming threats in the energy sector.
Pursuant to the decision of the Staff, the Cabinet of Ministers must immediately approve a state program that will encourage households to install solar generation and energy storage facilities. It will provide tax and customs benefits for the import of equipment into Ukraine.
The government has to approve plans for completing protective structures for the fuel and energy sector infrastructure and preparing for the heating season. It also has to approve the projected balance of natural gas supply and distribution in Ukraine for 2024–2025.
Within a month, the strategy for the development of distributed generation and the national action plan for the development of renewable energy until 2030, as well as plans for their implementation, must be approved.
Decisions must be made on the mandatory installation of solar generation and energy storage facilities in all public and administrative buildings, including medical and educational institutions. Regional state administrations and the Kyiv City State Administration must approve the relevant regional programs within a month.
This also includes the installation of smart meters, providing critical infrastructure facilities with backup electricity and heat sources, and stimulating the construction of balancing and maneuverable capacities.
It is necessary to ensure the installation of the maximum possible number of new generation capacities, including gas piston, gas turbine, and cogeneration units.
The General Staff of the Armed Forces of Ukraine must take measures to bolster air defense of energy infrastructure facilities that may be subject to repair and restoration work.
