An urgent closed-door session of the National Security and Defense Council of Ukraine (NSDC) began under the chairmanship of President Volodymyr Zelenskyy on urgent measures to be taken by the state after the Constitutional Court ruled on the unconstitutionality of certain provisions of the Law on Prevention of Corruption and Article 366-1 of the Criminal Code of Ukraine.
At the beginning of the meeting, the Head of State stressed the need for an urgent response to the situation that took place after the Constitutional Court adopted a decision on the anticorruption infrastructure of Ukraine at the request of a group of people's deputies.
"It is not only a matter of this decision, but also in general of the purposeful actions of certain individuals to undermine the social contract in Ukraine and to create a real threat to the national security and defense of our state. We must not allow this problem to be solved by the street at its own discretion and this or any other decision of the Constitutional Court to be used by the enemies of Ukraine to discredit our country abroad," the President said.
He noted that the dismantling of the control functions of the National Agency on Corruption Prevention and criminal liability for deliberate violation of the law when submitting a declaration will never be accepted by Ukrainian society or European partners.
Volodymyr Zelenskyy emphasized that due to the abovementioned decision of the Constitutional Court, a problem arose even with the implementation of the results of the local elections held in Ukraine on October 25. After all, without the authority of the NACP to conduct a special inspection, which was declared unconstitutional by the CCU, it is impossible to appoint elected officials to positions in local governments - the secretary of the local council or the head of the local council.
"Therefore, it is necessary to work out in great detail all the issues that we, unfortunately, faced after the decision of the Constitutional Court. At once I will tell about the main thing so that nobody has even the slightest doubt - the system of electronic declaration in Ukraine will work. Bills for its renewal should be prepared and submitted to the Verkhovna Rada as urgent," the President of Ukraine stressed.
He called on the members of the National Security and Defense Council to work out concrete decisions.
"The main issues. Why did this decision of the Constitutional Court of Ukraine appear at all? What motivations do we see in this decision? What legal framework was affected by the decision of the Constitutional Court and why?” the Head of State noted.
The President also appealed to law enforcement agencies to establish all the details of the decision of the Constitutional Court.
