Rostyslav Shurma discusses improvement of business conditions in Ukraine with entrepreneurs

On the instructions of President of Ukraine Volodymyr Zelenskyy, Deputy Head of the Office of the President Rostyslav Shurma held a meeting with entrepreneurs regarding the facilitation of business conditions in the country and the reform of inspection bodies.

Over 60 businessmen took part in the event, including owners of industrial, logistics, and financial companies.

Shurma shared current developments in consolidating the investigation of economic crimes within a single law enforcement agency. This concept will be presented shortly, after which the relevant bills will be submitted to the Verkhovna Rada. Additionally, he mentioned that an analysis is being conducted to assess the feasibility of consolidating approximately ten inspections with environmental functions into a single inspection body called EcoRanger.

In addition, agreements on four specific issues were reached during the meeting.

In particular, on the initiative of the co-owner of the Ukravit concern Vitaliy Ilchenko, the path taken by investors who build new enterprises in the country will be analyzed for possible deregulation.

"In this example, we will specifically analyze which regulatory procedures need to be removed or modified to simplify the construction of new factories," the deputy head of the President's Office said.

At the suggestion of First Vice-President of the Chamber of Commerce and Industry Mykhailo Nepran, the world experience regarding the responsibility of law enforcement agencies for abuse of official position, unfair, biased and illegal treatment of business will be analyzed.

With the co-owner of the Milk Alliance concern Oleksandr Derkach, it was agreed to consider the possibility of a legislative reduction of payment terms by retail chains for products delivered to them. Such a step is necessary due to the fact that there is an active discussion between retail chains and manufacturers regarding the terms of payments for the supplied products.

"We will study the practices of developed countries where powerful national retail networks have been established. Specifically, we will analyze the experience of Lidl, Aldi in Germany, Carrefour in France, Tesco in the United Kingdom, Walmart in the United States. Based on this analysis, it will become evident whether it makes sense to change the rules of retail payments for goods provided for sale," Shurma said.

It was agreed with Oleksandr Sokolovsky, the owner of the Textile-Contact company, that an algorithm will be prepared for closing criminal cases against businesses, for which no procedural actions have been taken for a long time and which have no prospects.

"The President of Ukraine has tasked us with doing everything possible to ease the work of entrepreneurs in our country. With this goal in mind, we will continue regular communication with the business community. To take this communication to a fundamentally different level, we must speak the language of specific, well-founded proposals and avoid general judgments and statements," the deputy head of the Office of the President concluded.
