President of Ukraine Volodymyr Zelenskyy appeals to the Chairman of the Verkhovna Rada of Ukraine Andriy Parubiy with a letter on the convening of an extraordinary session of the Parliament. This was stated by Deputy Head of the Office of the President of Ukraine Ruslan Ryaboshapka during a briefing on July 17.
According to him, there are currently three bills to be urgently adopted. The first of them is aimed at unloading and preventing the blocking of the work of the Supreme Anticorruption Court of Ukraine. After all, the final provisions of the law, which introduced the Supreme Anticorruption Court, provide for the referral to this body of all cases relating to corruption, and not only top-abuse.
"38 judges will receive about 3,500 cases from the first days of work. Such a small number of judges can not cope elementally. This will lead to the fact that the important institution will not work in the anti-corruption mechanism. The President of Ukraine demands from the Parliament to meet for an extraordinary session tomorrow as soon as possible and adopt this law ", Deputy Head of the Office of the President of Ukraine stressed.
The second initiative concerns the resumption of criminal liability for illegal enrichment as well as the introduction of civil confiscation of illegally obtained income.
"This bill had not passed before, when the President submitted it to the Parliament. Currently, the Verkhovna Rada has the last chance to amend and prove its ability to give the anti-corruption bodies effective tools," Ruslan Ryaboshapka mentioned.
The third bill, which the President proposes to consider, provides for a 90-day delay to fines those who do not have time to perform customs clearing with a foreign registration. At present, the law provides that such sanctions will come into force on August 24.
Ruslan Ryaboshapka stressed that these key initiatives concern human rights and strengthening the fight against corruption in our country. And people's deputies have enough time to meet for an extraordinary session on July 18.
According the law, the people's deputies must meet for an extraordinary session within no more than seven days, in particular, at the request of the President of Ukraine.
People's deputies get their money from taxpayers. Accordingly, they have to work out money. There are enough means for communication in the modern world to find out that this meeting will be. So that we hold a public briefing. They have enough time to meet tomorrow," he said.
Deputy Head of the Office of the President of Ukraine also stressed that the people's deputies do not need time to familiarize themselves with the texts of legislative initiatives. So, the document on the Supreme Anticorruption Court is in the Parliament for several weeks, and as for illegal enrichment - since June.
"As for the bill on the postponement of sanctions of customs clearing with a foreign registration – it was also registered in April. The President amended it only slightly and had introduced a new one. So there will be nothing new for people's deputies," Ruslan Ryaboshapka added.
