During a working trip to Kharkiv due to the fire in a home for the elderly, President Volodymyr Zelenskyy held a meeting on mechanisms to prevent such emergencies.
The President called on the participants of the meeting to engage in an open dialogue. He noted that he is waiting for systemic proposals to resolve this and prevent similar situations. Those responsible for the tragedy must be punished.
"When 15 people die, in addition to systemic problems, they are always responsible ones," Volodymyr Zelenskyy said and once again expressed his condolences to the families and friends of the victims.
"We need to find all the institutions across the country, control them, and not close any of the institutions until we find a way out. It is necessary to create a register and a website with all such institutions so that everyone can see all the necessary information about care facilities for the elderly, rehabilitation facilities," Volodymyr Zelenskyy said.
Kharkiv, where the tragedy took place, should be an example of all the developments - how to enter the facility, what to do with it, where to send people, how it should be recorded, where and on which websites information should be provided, he added.
"How you register people if they return to their relatives - what happens to them, who finances them, what social benefits they receive. That is, their social, financial, medical support, in which hospitals and who looks after them. What happens to the objects we detect in terms of the law enforcement system. And in parallel - the development of legislative initiatives that will operate throughout Ukraine. Especially with regard to this reform: so that cities, their mayors, heads of regional state administrations are interested in solving this problem. So that cities and regions have an opportunity to provide such services of high, qualitative level,” the Head of State emphasized.
