During the briefing on June 11, Deputy Head of the Presidential Administration of Ukraine Ruslan Riaboshapka informed of the staffing decisions of the President.
According to him, two Deputy Heads of the Security Service - Oleh Frolov and Vladyslav Kosynsky were sacked.
"These are the people who, according to our information, were involved in numerous unlawful acts, inter alia, during the election campaign. Dismissal is only the beginning for them. Other measures will be carried out in a procedural order," Ruslan Riaboshapka noted.
He also informed that President of Ukraine Volodymyr Zelenskyy had signed decrees on the dismissal of five heads of the regional departments of the Security Service - in the regions with many smuggling-related phenomena, namely heads of departments in Odesa, Lviv, Vinnytsia, Zakarpattia and Chernivtsi regions.
In addition, Ruslan Riaboshapka informed that the President had signed a submission to dismiss Prosecutor General Yuriy Lutsenko. According to the Deputy Head of the Presidential Administration, despite amendments to the law on prosecutor's office that the Prosecutor General may not have a law degree, other articles of the law envisage that the prosecutor of the Prosecutor General's Office may be a person with a law degree.
"This person carries out procedural functions, and, accordingly, should have a law degree and experience in the field of law. Lutsenko does not have such an experience,” Ruslan Riaboshapka noted.
The President also abolished decrees on the appointment of two members of the Supreme Council of Justice.
"At the end of President Poroshenko’s term of office, the rules of the procedure for the competitive selection of two members of the Supreme Council of Justice were changed. Without waiting for the decision of the commission and completion of the selection, Poroshenko, in spite of the law on the Supreme Council of Justice, appointed two members of the Supreme Council of Justice. Today, justice has been restored," Ruslan Riaboshapka said.
The presidential decree also announced a new competition for these positions. The Deputy Head of the Presidential Administration emphasized that the Supreme Council of Justice was one of the most important bodies within the judicial branch responsible for the selection and dismissal of judges.
“This is the body that should clear out the judicial branch of power,” he added.
Ruslan Riaboshapka also informed of the decision of the President to dismiss or suspend the heads of the 15 regional state administrations - Chernihiv, Khmelnytskyi, Kherson, Ternopil, Sumy, Poltava, Odesa, Mykolaiv, Lviv, Kirovohrad, Kyiv, Ivano-Frankivsk, Zaporizhzhia, Zakarpattia and Volyn RSA.
