President of Ukraine Volodymyr Zelenskyy visited the Center of speeding detection and got himself acquainted of the work of the system of automatic video recording of speeding.
The Head of State emphasized that the death toll from road accidents can be compared to war. But, unlike war, road safety depends solely on citizens.
Volodymyr Zelenskyy is convinced that due to the system of video recording of speeding it will be possible to significantly reduce mortality on Ukrainian roads.
“This is only the beginning. We are speaking of video recording not only in Kyiv and the Kyiv region. We want it to be established all over Ukraine,” the President said.
At the same time, he stressed that the state does not aim to collect more fines through the new system. A probationary period is envisaged for people to get themselves acquainted with its work.
"The task is to make people be aware that when they violate the traffic rules, they neglect not only their lives, but also the lives of the people who are in the car with them, and other people who drive on the roads of Ukraine," Volodymyr Zelenskyy said.
The electronic workplace of a patrol police officer who will work with the automatic detection system was demonstrated to the Head of State. After recording the violation, the police officer will be able to see how fast the vehicle was moving and how much it exceeded the speed limit. In addition, the law enforcement officer will see the information about the responsible person and the vehicle itself, including the conformity of the license plate to the car brand. Therefore, this system will also assist in the identification of wanted or stolen vehicles. After verifying all the information, the police officer signs a ticket on an administrative offense, which is sent to the responsible person by Ukrposhta.
The decision on imposition of a fine will be available also in the driver's electronic office and on the website of the Ministry of Internal Affairs. In addition, the owner of the car will be able to get himself acquainted with the photo and video recording of the violation. If a person entrusted with driving the vehicle is behind the wheel, the owner should notify this person of the fine.
Tickets on administrative offenses for speeding will be sent in paper form starting from May 1, 2020.
Currently, there are 20 automatic speeding detection systems in Kyiv, which were purchased at the expense of the city budget. By the end of April, another 30 complexes will appear on the roads of regional and state importance in the Kyiv region. These complexes were purchased by Ukrinfaproect at the expense of the Road Fund as part of the road safety measures. They will be installed by Ukravtodor.
Deputy Head of the Ministry of Internal Affairs Anton Herashchenko noted that 40% of road accidents happen precisely because of speeding. Therefore, video recording systems will appear in the areas where the largest number of citizens died or were injured.
"We believe that automatic detection of speeding will be one of the factors to reduce the number of people killed," he said, adding that along with speed control it is necessary to work on improving the infrastructure and quality of roads in Ukraine.
The Head of State thanked for the introduction of the video detection system.
