During the All-Ukrainian Forum “Ukraine 30. Land”, President Volodymyr Zelenskyy signed the Law “On Amendments to the Land Code of Ukraine and Other Legislative Acts to Improve the System of Management and Deregulation in the Sphere of Land Relations” № 1423-IX (Bill № 2194) adopted by the Verkhovna Rada on April 28.
"In April 2021, after overcoming fierce resistance and thousands of amendments - legislative spam from individual political parties, the Verkhovna Rada finally passed the last key laws necessary for the full launch of a transparent land market," said the President.
The President stressed that the document he signs today radically changes the land management and is in fact the "land Constitution" of Ukraine.
"This is a law which deprives a cabinet official of the function of registering the right to land, which he has never even seen in his life. Which finally returns to communities the right to dispose of their land. A law that clearly states that only Ukrainians can buy and sell land,” Volodymyr Zelenskyy said.
The President also noted that the Verkhovna Rada passed the Law “On Amendments to Certain Legislative Acts Concerning the Sale of State and Communal Land Plots or Rights to Them (Lease, Superficies, Emphyteusis) through Electronic Auctions” (Bill № 2195), which introduces electronic auctions on the sale of land.
"This is a guarantee of local budgets replenishment, an opportunity for every Ukrainian to take part in the auction and start their own farm," the President explained.
