President Volodymyr Zelenskyy stressed the need to prepare a clear list and plan for the implementation of facilities that will expand the "Great Construction" program next year - in particular, theaters, museum complexes, and so on, for the responsible ministries and regional state administrations to plan the allocation of funds for that already now.
"I think there will be enough time for this by September 1," the President said at a meeting with members of the Cabinet of Ministers.
Kyrylo Tymoshenko, Deputy Head of the Office of the President of Ukraine and Head of the Coordination Council for the Implementation of the Great Construction Program, said that the construction of state roads in the framework of the national Great Construction Program is held according to the schedule. Many repaired highways are expected to open in the coming months.
He noted that within a month of work of the Coordination Council, a final list of all facilities to be built under the national program "Great Construction" had been formed, reporting and monitoring of work with photo and video recording had been established. Independent technical supervision was involved, carrying out an inspection of construction and installation works.
"As for the roads of state importance, which are being built by Ukravtodor, everything is going according to the schedule. Roads have already started to be put into operation. This month we will have the opening of many roads, in particular in Poltava, in the area of Stanytsia Luhanska, the road to Berdyansk, etc.," he said.
As for the roads of local significance, there were some problems with the use of allocated funds. Thus, as of May 1, regional state administrations received more than UAH 6 billion for local roads, and used only UAH 1.9 billion, i.e. 30%.
"But as of July 1, the regional state administrations received 10 billion and have already used 5.52 billion hryvnias - this is 55%. In fact, we have sped up and will continue to speed up. Some fast-moving regions will soon complete all of their large-scale construction projects. For example, the Kharkiv region is to commission all roads on August 1,” the Deputy Head of the President's Office informed.
He also noted that UAH 1.680 billion had been allocated from the Anti-Coronavirus Fund for the construction work in the framework of the establishment of hospital ERs. Local administrations together with the Ministry of Communities and Territories Development of Ukraine are responsible for their construction. Another UAH 5.3 billion has been allocated for the purchase of necessary medical equipment, which will be centrally purchased by the Ministry of Health.
Minister of Communities and Territories Development of Ukraine Oleksiy Chernyshov added that a total of 210 hospital ERs are planned to be repaired or built.
In total, about 600 facilities are being overhauled or built from scratch under the Great Construction program. Today, the total percentage of construction readiness of facilities is 52%, including schools - 57%, kindergartens - 54%, sports facilities - 41%.
According to Oleksiy Chernyshov, the Ministry of Regional Development is closely monitoring the implementation of the Great Construction program, for which a special mobile unit has been set up.
"During my working trips to the regions, I feel the public's demand for change and gratitude to the presidential program for the fact that dozens of necessary facilities in different parts of the country will finally be built," he said.
For his part, Prime Minister Denys Shmyhal reminded that 174,000 people had been employed through employment centers over the past two months due to the Great Construction program, road construction and other measures.
