President: We are preparing a package of laws on decentralization throughout Ukraine

The package of bills on the completion of decentralization in Ukraine is being prepared, as stated by President Volodymyr Zelenskyy.

"We are currently preparing a package of laws on decentralization throughout Ukraine," the Head of State said on The Right to Power program on 1+1 TV channel.

He noted that the Minsk agreements envisaged amendments to the Constitution of Ukraine related to decentralization. The Head of State is convinced that Ukraine fulfills its obligations under the Minsk agreements and that decentralization is in line with what has been signed.

“I think I have succeeded in convincing Germany and France on this issue, and that is already great. As for Russia, it will be difficult. Everyone has seen - it will be very difficult in this issue as well,” the Head of State added.

One of the most problematic points of the Minsk agreements, according to Volodymyr Zelenskyy, is the issue of regaining control over the state border in the east by Ukraine.

“The most difficult issue is the transfer of the border under the control of Ukraine. This is a weak point, the Achilles heel of the Minsk agreements signed by us. Unfortunately, we have signed that our border will be brought under our control only after the elections in the temporarily occupied territories,” the President said.

He stressed that he and the Russian President had different positions on that issue, but the dialogue had begun. "I liked that we started talking about it. We agreed that we would talk about it in more detail on different options at the next meeting,” the Head of State said.

Volodymyr Zelenskyy added that some points of the Minsk agreements should be adjusted.

“It will be very difficult. But we have to do it. We have to understand that 4 years have passed since the signing of the Minsk agreements. Everything is changing in our lives. We understand that my team didn’t sign the Minsk agreements. But we, as the authorities, have to fulfill the conditions that our authorities agreed to in those days. I'm sure we can change some things. And we will change them, because the transfer of the Ukrainian state border after the elections is definitely not our position,” the Head of State said.
