President of Ukraine Volodymyr Zelenskyy stressed the need to eliminate total corruption in the field of state architectural and construction control and urban planning by the end of 2019. Volodymyr Zelenskyy set the appropriate task to Minister of Development of Communities and Territories Olena Babak during a meeting with the leadership of the Verkhovna Rada and the Cabinet of Ministers in the President's Office.
The Head of State noted the need to switch the provision of administrative services in construction to an electronic format and introduce automatic registration in the register of permits. It is also necessary to introduce an exclusively judicial procedure of contestation over the right to carry out preparatory, construction works on the specified permits and abolishment of the declaration of operational readiness of the object.
In addition, the President of Ukraine commissioned Minister of Justice of Ukraine Denys Maliuska to change the software of real estate and business registers to stop unauthorized access. Also, by the end of June 2020, Denys Maliuska must ensure the formation of the legislative framework for the operation of an electronic notarial system.
Vice Prime Minister - Minister of Digital Transformation of Ukraine Mykhailo Fedorov must ensure the implementation of the first phase of the eMalyatko project by December 31, 2019.
