Over 40 Leaders Participated in the

On the third anniversary of Russia’s full-scale invasion, the "Support Ukraine" plenary session was held in Kyiv under the leadership of President Volodymyr Zelenskyy. More than 40 heads of state and government, as well as heads of European Union institutions and international organizations, took part in it both in person and online.

Among those who arrived in Kyiv were Presidents Alexander Stubb (Finland), Edgars Rinkēvičs (Latvia), and Gitanas Nausėda (Lithuania); Prime Ministers Justin Trudeau (Canada), Mette Frederiksen (Denmark), Kristen Michal (Estonia), Kristrún Frostadóttir (Iceland), Jonas Gahr Støre (Norway), Pedro Sánchez (Spain), and Ulf Kristersson (Sweden); European Council President António Costa, European Commission President Ursula von der Leyen, OSCE Secretary General Feridun Sinirlioğlu, and France’s Minister for Europe Benjamin Haddad.

Several leaders joined the session online, including Presidents Andrzej Duda (Poland), Frank-Walter Steinmeier (Germany), Petr Pavel (Czech Republic), Recep Tayyip Erdoğan (Türkiye), Karin Keller-Sutter (Switzerland), Maia Sandu (Moldova), Myriam Spiteri Debono (Malta), and Acting President of Romania Ilie Bolojan. Prime Ministers Andrej Plenković (Croatia), Dick Schoof (Netherlands), Edi Rama (Albania), Shigeru Ishiba (Japan), Bart De Wever (Belgium), Rosen Zhelyazkov (Bulgaria), Keir Starmer (United Kingdom), Kyriakos Mitsotakis (Greece), Micheál Martin (Ireland), Daniel Risch (Liechtenstein), Luc Frieden (Luxembourg), Milojko Spajić (Montenegro), and Robert Golob (Slovenia) also participated. Additionally, Austrian Chancellor Alexander Schallenberg, Vice President of the Council of Ministers and Minister of Foreign Affairs of Italy Antonio Tajani, and Slovak Deputy Prime Minister for Recovery and Knowledge Economy Peter Kmec attended.

NATO Secretary General Mark Rutte, European Parliament President Roberta Metsola, and Council of Europe Secretary General Alain Berset addressed the session.

During the meeting, Ukraine’s partners announced new aid packages for Ukraine. European Commission President Ursula von der Leyen confirmed that Ukraine will receive €3.5 billion in aid as early as March this year.

Swedish Prime Minister Ulf Kristersson stated that Sweden will allocate €100 million for air defense systems. Meanwhile, Spanish Prime Minister Pedro Sánchez announced a new military aid package worth €1 billion to be provided this year.

According to Canadian Prime Minister Justin Trudeau, Canada will supply Ukraine with a batch of LAV III armored vehicles, F-16 landing systems, and four flight simulators for these fighter jets. Additionally, Canada will provide ammunition, equipment, medical kits, and the first part of a $5 billion aid package, funded by revenues from frozen Russian assets. Canada also plans to issue a grant to support Ukraine’s energy security.

UK Prime Minister Keir Starmer stated that the United Kingdom will provide Ukraine with a £4.5 billion defense aid package. He also announced the largest sanctions package against Russia since the start of the full-scale invasion, targeting more than 100 individuals and entities, as well as 40 shadow fleet vessels transporting Russian oil.

Norwegian Prime Minister Jonas Gahr Støre noted that Norway will allocate €1 billion in humanitarian and civilian aid for Ukraine, along with an additional €300 million to support the country’s energy sector. Furthermore, Norway plans to open an investment channel for Ukrainian industry, directing €300 million toward this initiative. In total, Norway will provide €3.5 billion in aid to Ukraine this year.
