A meeting on the implementation of the unique for the world practice integrated e-Services related to the birth of a child and registration of relevant documents was held at the Office of the President of Ukraine on July 30. The meeting was attended by the Head of State, representatives of central government bodies and international donor projects.

"I said from the beginning that I was going to be the President to make life easier for our citizens. Digitization of government services, or "A State in a Smartphone" is a priority of our team. This is especially true of socially important and mass services when parents are forced to go through the bureaucratic hell with a baby in their arms. I entrust the implementation of the "eMalyatko" project by January 1, 2020 and I am ready to remove any barriers that will arise," Volodymyr Zelenskyy emphasized.

Thus, the Decree of the President of Ukraine "On some measures on the improvement of the access of natural and legal persons to e-Services" provides the implementation of three complex e-Projects, namely:

- "eMalyatko" is an opportunity to obtain 10 State Services, related to the birth of a child, by one e-Statement right away in the maternity hospital. It is assumed that the number of necessary visits will be reduced from 11 to zero and the number of required documents – from 37 to one.

- ID 14 is simultaneous registration of an individual as a taxpayer during the first registration of a passport of a citizen of Ukraine. The number of documents from a child is expected to be reduced by four, which will average less than 6 million documents per year.

- Registration of place of residence of a child is an ability to register the place of residence of a child online. It is assumed that the number of documents from a child will be reduced by four, which will average less than 3 million documents per year.

"eMalyatko" project is unique not only in Ukraine but also in the world. For example, "5 in 1" project was implemented in Serbia and Canada, as well as "3 in 1" project was implemented in New Zealand and Australia. Our project provides an opportunity to get 10 services by one application.

This project is very difficult and complex, and we want to set high standards of its management from the very beginning," Advisor to the President of Ukraine Mykhailo Fedorov said. According to him, the central executive bodies should prepare sectoral plans and appoint sub-project leaders by August 7. A joint project implementation plan will be discussed On August 9.

"With this project we want to launch the creation of next-generation e-Services. The "eMalyatko" project and services will be presented in the form of a life situation and will accompany parents informatively and interactively from the beginning of pregnancy and before the birth of the baby as well as receiving all documents," Representative of the Administrative Services Reform Office Liudmyla Rabchynska said.

The initiatives will be implemented with the support of international projects, in particular the EGAP program (Swiss Confederation and East Europe Foundation), the EGOV4Ukraine project (EU, Estonia), the Administrative Services Reform Office (Canada, the EDGE project) and the EU4PAR project (EU).
