The International Register of Damage Caused by Russia’s Aggression Against Ukraine has begun accepting claims in six new categories. This was announced by Chair of the Register’s Board Robert Spano during his visit to Kyiv.
A meeting with the Register’s delegation was held under the chairmanship of Ukrainian Prime Minister Denys Shmyhal and with the participation of Deputy Head of the President’s Office Iryna Mudra, where they discussed the expansion of claims submission opportunities and further cooperation.
The new categories include: involuntary internal displacement of citizens within Ukraine due to Russian aggression; serious personal injury caused by the aggressor’s actions; cases of sexual violence committed by occupiers; torture or inhuman or degrading treatment; deprivation of liberty; forced labor or service. As before, claims can be submitted via the Diia online portal.
The meeting also addressed the potential launch of a mechanism for claims from legal entities, government agencies, institutions, and enterprises that have suffered significant losses.
The International Register of Damage is the first step toward an international compensation mechanism. The next stage will be the establishment of a Claims Commission, which will determine specific compensation amounts for victims. Following this, a Compensation Fund will be created to make payments.
