The Head of State acknowledged Roberta Metsola’s personal leadership and the strong voice of the European Parliament in supporting Ukraine in its fight against Russian aggression, as well as on the path toward EU membership.

The Head of State noted that the first point of the Plan is an invitation to NATO. This does not mean membership, but it is a sign that Ukraine is not alone and will definitely become a member of the Alliance.

In Brussels, President of Ukraine Volodymyr Zelenskyy and Prime Minister of the Hellenic Republic Kyriakos Mitsotakis signed a Security Cooperation Agreement.

Special attention was paid to increasing defense cooperation in the coming months, additional training for Ukrainian warriors and strengthening sanctions against Russia. Volodymyr Zelenskyy noted the United States' commitment to significantly bolster Ukrainian positions.

“We are not at war with each other. We are at war with Russia. This is our enemy. We are at war with them on the battlefield, in international relations, in the economy, in the information sphere and in people's hearts. They are the enemy. There are no enemies in Ukraine,” Volodymyr Zelenskyy said.

The Victory Plan consists of five points – geopolitical, two military, economic, and security-related – and three secret annexes. President of Ukraine Volodymyr Zelenskyy presented the content of the Victory Plan during his address to the Verkhovna Rada.
