President of Ukraine Volodymyr Zelenskyy signed the Law "On Amendments to the Law of Ukraine "On Building Norms "On Improvement of Building Regulations" № 156-IX approved by the Verkhovna Rada on October 3, 2019.
Previous building norms for the most part had a regulatory nature and were over-regulated, preventing new technologies and materials not to be implemented in a transparent and rapid manner.
The law provides for three methods of rationing in construction – parametric, regulatory and target.
The regulatory method of rationing does not provide an alternative. It is an elemental description of the construction object, according to which solutions, structures, materials, performance, etc. are offered. This method is based on the State Construction Standards (SCS).
The parametric method is a method of setting requirements that defines the goals and / or parameters of the safety, functionality and quality of the object of regulation in construction. The parametric method has become widespread in economically developed countries (the EU countries, the USA, Canada, Japan, etc.).
The target method is transient and includes elements of the control and parametric methods.
The choice of valuation method is based on the features of the object. At the same time, parametric and target methods are preferred.
The implementation of the provisions of this law will facilitate the process of development, approval and application of building codes, liberalization of the construction industry, as well as improving the price environment in the real estate market.
